This case study is the eight in the series and examines the examines the controversies, red tape and challenges surrounding alfresco dining that were faced by the Greater Perth business community in developing what has become a hallmark feature of our lifestyle.

The pesky fly, red tape, fees and a strict Liquor Act almost derailed the establishment of one of Western Australian’s favourite pastimes – alfresco dining. Opponents rallied that flies would spoil the food, that outdoor eating was a threat to public health and that footpaths were public property.

Often controversial from the start, the history and outcomes of landmark projects in Perth and in Australia.

Over budget, underground, outdated 1960’s thinking to reduce traffic congestion, a threat to the environment and Northbridge’s character and community. These are just some of the numerous criticisms that were levelled at the more than $400 million Graham Farmer Freeway and the Northbridge Tunnel.

It was the epitome of Perth’s social scene in the 40’s and 50’s, in the 70’s, 80’s and 90’s it was a beer barn and a venue for some of Australia’s loudest and wildest rock and roll bands. Today, the Raffles is an award winning, upmarket restaurant and bar and a 17 storey landmark that once had the highest sale price for a penthouse apartment in Perth at $6.7 million.

It was nearly three and a half times over budget, almost four years behind schedule and described as looking like a crushed Coke can. But almost two years after it opened, Perth Arena has had more than one million people pass through its doors, played host to some of the world’s best artists, won numerous awards and is internationally recognised as one of the best performance venues.

It’s arguably Perth’s most controversial building. From the moment the announcement was made about it being built, to the ongoing debate that it’s too small, too quiet and doesn’t pay for itself, the 82.5 metre monument has never been far from the headlines.
